A portable aviation radio is not an option as it requires a ground station license when used outside of an aircraft. Would like to avoid 2 meter because of its license requirement as well. Do two-way FRS/GMRS radios like those sold at Radio Shack work for this application? Is there another technology?

FRS is lower wattage and doesn’t carry as far (distance), however the advantage is that a license is not required.
GMRS is higher wattage and carries further, but requires a FCC license (~$ 50 for 3 years), and you are supposed to announce your assigned call letters once during each exhange.
You could always get a set that has both frequencies.
I’ve never gotten even CLOSE to the distances the radios claim. Keep that in mind. I believe the signal is line-of-sight dependent.

There is no reason the Kenwood and the Radius shouldn’t be able to communicate with each other except for some basic situations that aren’t caused by either radio. These situations may be one or more of the following. The radios may not be programmed exactly the same. The construction of the building may interfere with the signal. The people may simply be ignoring the calls on their radio.
