You need a Ham license to do that. The rough rule of thumb for 2 way radio communications when it comes to range is a watt a mile. That means you would need a transmitter with a power out of at least 30 watts and a good antenna. A typical Ham band transceiver with about a 50 watt power output would do the job, but you sure couldn’t run it off of AA or AAA batteries. It could well be a portable or mobile unit running off of ~ 12 VDC at about 25 Amps. A typical CB band walky-talky only runs 5 watts into the final tank circuit (by law) and so under the best of conditions will only put out about 3.7 watts.
