Question : Is there any way to make a video call to a mobile phone?
My uncle has a video phone that allows him to call people with video, but he lives in another country (Sri Lanka). Is there any way I can use my web cam and call his phone so we can see each other?

I tried Skype but it doesn’t have that feature.

It doesn’t have to be free either.
