No. the dyes are large organic molecules that are soluble in water and stay in the water. Dry ice is solid carbon dioxide, and it simply goes from the solid state to the vapor state. The water only speeds up the process. The cloud you see is not CO2. The cloud is composed of water droplets that have condensed in the air from water vapor in the air. The CO2 is much colder than the surrounding air and causes the water vapor in the air to condense, forming the clouds that you see.
