yes…but you’ll need an Operating system that supports it such as vista or some versions of linux or a program that can take your touchs and make the computer understand them as if you were using the mouse…also need a touchscreen and or improvised touch surface and drivers to support that screen for whatever operating system your using.

Yes. Touch screen that you are asking about was a common occurance. I bought my first one in 1983. An HP 150, 8086 4Mhz, 256K of Ram.
One method was two sheets of mylar over the screen view surface. Several hundred contact points on the screen. Dots that connect and make a circuit. There was a time when mice were rated on screen resolution, 300dpi, dots per inch. The number of dots in an inch. The mylar is seperated by a very thin layer of nothing. Pushing on the screen in one place would close a circuit. Actually taping on the screen. The mylay sheets were conneted to the computer by a RS232 serial port. Some companies use to make retrofit kits based on the screen size. 12 inch, 14 inch, 15, inch and 19 inch. You would put this over the screen. The software would be programmed so that a field would be displayed as a square, as an example. Touch the field and it would be interperted as a mouse input. The first mice for computers were serial connected to a PC or a workstation. RS232 port.
It is doable. Yes. You might be able to find a company some where that has that product. yahoo search.
The HP 150 had infrered lights on the sides but it was the same serial connection to a PC.
