In the US, VoIP emergency calls are made by dialing 911. Your VoIP provider then routes your call to a PSAP (public safety answering point) and provides the PSAP with a physical address that is on file.
There is no standard emergency number used worldwide. 911 is used by any nation in the North American Number Plan. 000 is used in Australia, 111 in New Zealand, 999 and 112 in parts of Europe and Hong Kong, etc.

Not all VoIP services provide e911 or 911 service.
Almost none of the social networking services with IM have 911/e911 access. This includes services like Skype, Gizmo5, Yahoo Voice, MSN Messenger, PcCall, MediaRingTalk, VBuzzer, etc. Most of these services are PC based.Typically, the VoIP services that provide home phone equivalent service, with a VoIP adapter, that does not require a PC for VoIP phone calls, generally do provide e911/911 service. As a matter of fact the FCC in USA now requires home phone equivelant VoIP service to provide e911/911 access.
When provided by a VoIP provider, 911 calls are generally automatically routed to the nearest Public Safety Access Point (PSAP). They do not have a general acess number that you can dial other than 911. Some less capable VoIP services have their own 911 operators who then route the emergency call to the nearest PSAP with your “registered address on record” with the VoIP service. Otherwise, you have to give them your address on the phone call.

In some areas, 911 operators automatically receive the phone number or location of a VoIP call, but in many areas, that is not yet the case. Technology that will provide that information– Enhanced 911 or e911 – is currently being implemented, but is not yet available in many parts of the country.
The ability to access emergency services by dialing 911 is a vital component of public safety and emergency preparedness. Recent reports of consumers’ inability to access life-saving emergency services while using Voice over Internet Protocol (VoIP) services have highlighted a critical public safety gap. The FCC has taken steps to close this gap by imposing Enhanced 911 (e911) obligations on providers of “interconnected” VoIP services.
Interconnected VoIP services are those that use the Public Switched Telephone Network (PSTN), including wireless networks, to originate and terminate calls. e911 systems automatically provide to emergency service personnel a 911 caller’s call back number and, in most cases, location information.
Important: Not all 911 emergency centers can receive location information from FreedomIQ Hosted VoIP PBX.

If e911 is not yet available in your area, make sure to tell the emergency dispatchers your phone number and where you are. The nature of IP makes it difficult to locate network users geographically. Emergency calls, therefore, cannot easily be routed to a nearby call center. Sometimes, VoIP systems may route emergency calls to a non-emergency phone line at the intended department. In the United States, at least one major police department has strongly objected to this practice as potentially endangering the public. A fixed line phone has a direct relationship between a telephone number and a physical location. A telephone number represents one pair of wires that links a location to the telco’s exchange. Once a line is connected, the telco stores the home address that relates to the wires, and this relationship will rarely change. If an emergency call comes from that number, then the physical location is known.

Preston is partially correct. (As always, relying on Wikipedia is a dumb thing to do.)
Not all VoIP providers support 911 service. Many smaller companies do not. Additionally, VoIP calls made on a computer with a service like Skype will NOT support 911.
