In the US, VoIP emergency calls are made by dialing 911. Your VoIP provider then routes your call to a PSAP (public safety answering point) and provides the PSAP with a physical address that is on file.
There is no standard emergency number used worldwide. 911 is used by any nation in the North American Number Plan. 000 is used in Australia, 111 in New Zealand, 999 and 112 in parts of Europe and Hong Kong, etc.
Preston is partially correct. (As always, relying on Wikipedia is a dumb thing to do.)
Not all VoIP providers support 911 service. Many smaller companies do not. Additionally, VoIP calls made on a computer with a service like Skype will NOT support 911.
