No. GPS units are a receiver only. To track them, they would also have to transmit.

No again for the same reason. Positioning satellites transmit to any receiver that's turned on. GPS units are not individually queried and responded to. Additionally, they are operated by the government, not individual manufacturers.
If a unit is reported stolen, the MOST a manufacturer could do is refuse to sell them map updates.
