If you’re creating the cards for your personal use, you can use CropMom, the online scrapbooking Website at http://www.cropmom.com.

CropMom is free to use, and the low-resolution, screen-quality digital files of your layouts are free. However, if you want to print your layouts, you must purchase the high-resolution, print-quality file. It’s inexpensive.

If you want to create custom photo cards to sell, then consider Adobe Photoshop or, if you don’t want to pay that much for the software, you can get away with purchasing Adobe Photoshop Elements. Corel Paint Shop Pro would work, too. You can download a free trial version of Photoshop Elements.
