What is the best hardware and configuration for a video streaming server? We want to be able to hand around 1000 simultaneous stream requests. Also, what kind of storage array and connections should we implement?

RAID configurations will be your best friend. also its best if you use optical network
if people can upload you should set to RAID 0 OR RAID 0+1 if your videos are read only and no one can upload, its best if you set to RAID 1 across 6 hard drives (or how ever many the server can handle), limited space, but fastest access possible.
You’re going to need around a 3gbps connection, so even gigabit ethernet won’t work – and that’s just on a LAN.
The best hardware solution is multiple servers on multiple pipes.
If you’re streaming to the internet (as opposed to only streaming to your own LAN), talk to your phone company about the cost of fiber from you to an internet backbone entry point. (You’ll need 2 cables, actually – each leaving the building by a separate path, each going to a different central office – preferably in opposite directions. One stupid gardening contractor, your fiber gets torn, and you’re off-line for days.) Your cable company might be able to do it, but a Baby Bell will probably be a lot cheaper. (Not that “cheap” belongs anywhere near this post.)
