Because they are exactly that: the “newest phones”. The smart carriers will make sure that new products aren’t crappy before they start selling them to their customers and P!$ $ !NG them off when they don’t work right. I’ve been in the business for over a decade and I’ve seen dozens of new phones that suck due to technical problems that should’ve been worked out in a lab or “drive tested” by the manufacturer’s and carrier’s technicians. I’ve also seen hundreds of customers who’ve been stuck with these phones too. Remember that a warranty or insurance will only cover getting your phone fixed or replacing it with the same model.
