I have a cell phone issued by a govenment agency. I schedule visits to local businesses . They are ussually one on one visits. Should I answer my cell phone during the visit or wait till it is over?

Wait till is over in most cases unless you have a critical position where saftey is concerned. If you your meetings are very long, find appropriate times to take a small break so all parties may use the restroom, check messages, get a drink.
Everyone understands that peoples schedules are hectic now-a-days, but if you schedule a visit with someone, your asking them to set their time asside for you, you should make every effort to do the same and set your time asside for them.
Usually, one should turn off their cell before meeting so that it won’t interrupt during discussions. The person on the other line can always leave a message so that you can call back. Regardless of business or not.
