So I have an Austrian cell phone and a landline. The landline number we were given is 7 digits. We’ve been able to call another landline with it, but I can’t for the life of me figure out what I need to dial from the cell to get my home phone to ring. The landline is in Vienna.

You need to add the area code or in German ”Vorwahl” in front of your 7 digit number the area code of Vienna is 0222
I add you a website with all area codes of Austria.
If you want to call your mobile from a landline check in your addressbook under ”Eigene Nummer” most mobiles have your own number including the provider code saved .
The local area code for Vienna is 01 so within Austria you have to dial 01 plus the 7 digit number of your landline phone.
From outside Austria you have to to dial the Austrian country code as well that is +43.
Easiest would be to save the landline number on your cellphone as follows:
+43 1 xxxxxxx (replaxe the x with your 7 digit landline phone no.) that way you can make sure that you reach the your landline phone in Vienna from everywhere including inside Austria. (Using the + sign ensures that the 43 is recognized as a country code worldwide)
Hope it helps
